It is designed around the Quality & Accountability principles set out in the Core Humanitarian Standard (CHS) and helps actors to translate them into practice. Whether you are a small civil society organisation, a large international organisation, an institutional entity, this wiki provides the guidelines, processes, and "ready-to-use" tools you need to improve the quality of aid. *** ### What is the COMPASS and what it is not? The COMPASS is a **quality and accountability management method** developed by Groupe URD. It's free, voluntary, and open to anyone who is committed to helping and supporting people affected by crises or in vulnerable situations. It is structured around key themes: implementation, evaluation, learning, and adaptation. It provides insights, guidance, and tools that can be adapted to any context, and generally promotes an agile and reflective approach. The **COMPASS is not a verification method for the compliance with the CHS**, it does not aim to replace existing tools, instead, it provides a shared operational reference to help actors **improve their practices to better align with CHS commitments** into decisions, processes, actions and behaviours throughout the project cycle. The COMPASS is designed for **any type of actors committed to support affected people** in situation of crisis or vulnerability. It could be : * Local, national, and international organisations * Humanitarian, development, and Humanitarian-Development-Peace (HDP) Nexus interventions * Institutional entities * Civil Society Organisations * Community Based Organisations * Formal / informal groups of people engaged in any type of aid actions Its central purpose is to support responsible use of power in the aid sector by adopting a people-centered approach, strengthening participation, accountability, learning, and ethical decision-making. *** #### What is the CHS? The COMPASS is grounded in the the **Core Humanitarian Standard on Quality and Accountability (CHS)**, which is a globally recognized framework that sets out nine commitments for humanitarian and development actors. Updated in 2024 to be more **people-centered** and **accessible**, it describes the essential elements of principled, high-quality aid.
