# Commitment 3

## <mark style="color:orange;">ARE PEOPLE AND COMMUNITIES PREPARED AND MORE RESILIENT TO POTENTIAL CRISES?</mark>

When evaluating this commitment, we attempt to assess whether the response strengthened preparedness and resilience in ways that are meaningful for people and communities, building on local capacities and existing actions, and taking account of context-specific risks such as climate hazards, conflict dynamics, displacement, and multiple vulnerabilities.

#### **Key evaluative questions:**

1. <mark style="background-color:blue;">**To what extent are/were local capacities, community preparedness and resilience strengthened by the response?**</mark>

* Evidence about strengthened local capacities (e.g. better response to new disaster, results of organisational assessment, etc.)
* The perception of local authorities, leaders and organisations involved in crisis response regarding any increase in their capacities
* Trends of indicators related to key factors of resilience (context-specific)
* Perception of targeted populations of their ability to withstand future shocks and stresses

2. <mark style="background-color:blue;">**To what extent did the response reduce dependence and support pathways to sustainable access to services and protection?**</mark>

* Existence of an exit plan co-developed with stakeholders and description of the process leading to its development
* Evidence that handover decisions were feasible and locally owned
* Contributions to lasting positive effects on people, the local economy, and the environment

3. <mark style="background-color:blue;">**To what extent were preparedness and anticipatory approaches used?**</mark>

* Evidence of risk analysis to support and shape programme choices
* Evidence of analysis about early warning information and decision-making processes
* Existence, nature and effects of preventive or curative measures
