# Commitment 7

## <mark style="color:orange;">IS SUPPORT FOR PEOPLE AND COMMUNITIES ADAPTED BASED ON FEEDBACK AND LEARNING?</mark>

When we evaluate whether humanitarian actors are continuously learning and improving, we assess their capacity to make best use of existing knowledge and to adapt to experience. This commitment is linked to efficiency as it should enable actors to improve the effectiveness of interventions and to make the best use of limited resources.

#### **Key evaluative questions:**

1. <mark style="background-color:blue;">**To what extent is the humanitarian response taking into account previous experience from the context, as well as lessons learnt more globally?**</mark>

* Evidence on which response strategy is based (references to research, articles, evaluations, etc.)
* Adjustments made to adapt the response based on previous experience from the context
* Extent of which the programme was based on local knowledge (local actors’ experiences, community practices, etc.)

2. <mark style="background-color:blue;">**To what extent are the monitoring and learning processes in place relevant and effective?**</mark>

* Quality of the monitoring system (context, implementation and results) in place (indicators, tools and processes)
* Frequency of data collection and analysis – links with decision-making
* Level of resources allocated to learning mechanisms (review, formal evaluation, etc.)
* Sharing of experiences and learning (through formal or informal communication) to communities, peers and the wider sector

3. <mark style="background-color:blue;">**To what extent has the response demonstrated adaptability?**</mark>

* Communities and individuals’ perceptions regarding the organisation's ability to welcome feedback
* Communities’ and people’s perception of the adjustments and improvements made to the project, their level of involvement and the level of transparency
* Observed/documented improvements made to the response as a result of learning processes
* Evidence that explains what triggers the adaptations to the project
* Feedback from staff and partners on questions raised and decisions made to adapt the project’s implementation
