# Commitment 8

## <mark style="color:orange;">DO PEOPLE AND COMMUNITIES INTERACT WITH STAFF AND VOLUNTEERS WHO ARE RESPECTFUL, COMPETENT AND WELL-MANAGED?</mark>

All about the Commitment 8 means assessing if the staff and volunteers have the competence, behaviour and support needed to deliver quality and accountable programmes, and whether the managerial system ensures respectful conduct, fair treatment, and duty of care.

This commitment is about what communities’ experience and what the organisation puts in place (HR systems, supervision, training, and consequences of misconduct).

#### Key evaluative questions:

1. <mark style="background-color:blue;">**To what extent are staff expertise and competencies adequate to implement the humanitarian response?**</mark>

* Communities and people affected by the crisis’ perception of staff effectiveness (i.e. in terms of knowledge, skills, behaviour and attitudes)
* The quality of relationships between the staff and the communities and people affected by the crisis
* Resources (incl. time) dedicated to skills development for staff

2. <mark style="background-color:blue;">**To what extent is the management of human resources and support to staff appropriate, fair and equitable?**</mark>

* Level of knowledge of staff about key policy and institutional documents&#x20;
* Staff recruitment, onboarding, and clarity of roles
* Staff turnover rate and trends, staff wellbeing and workload management
* Feedback from staff about the management and support received from their organisation to do their job

3. <mark style="background-color:blue;">**Are misconduct risks prevented and addressed effectively?**</mark>

* Existence and implementation of safeguarding measures (training, reporting, investigations and sanctions) for staff and volunteers
* Evidence of protective measures for survivors and confidentiality practices
